Comprehensive Plan Maintenance

The Comprehensive Plan Maintenance Review is intended to provide routine maintenance of the Comprehensive Plan, ensuring maps, policies, and actions remain aligned with other city department’s goals, procedures, and policies. The Comprehensive Plan Maintenance process is consistent with the following action:

Redevelopment and Growth Management Policy – Action 7 (RGM7)Review the Comprehensive Plan every two years to determine if routine updates are warranted to ensure consistency with citywide goals and respond to development trends and changing conditions.  When major changes are deemed necessary, consider creating a citizen committee, working collaboratively with the Planning & Zoning Commission, to ensure the community has opportunities to actively participate in the recommended updates.

To keep the review process manageable, Comprehensive Plan Maintenance is conducted annually and focuses on updating specific pillars and maps of the Comprehensive Plan in manageable sections over a 10-year period. A full plan review is anticipated at the end of the 10-year cycle, as shown in the schedule below.

2025 Comprehensive Plan Maintenance Review 

The 2025 Comprehensive Plan Maintenance Review includes:

 

  • Built Environment Pillar – This pillar addresses maintaining a vibrant city with attractive and walkable neighborhoods, distinct mixed-use urban centers with active nightlife, strong commercial corridors, and a multimodal transportation system that includes a variety of transit options. 

  • Future Land Use Map & Dashboards – This map determines appropriate locations for future uses, establishing the community's vision for the placement of housing, employment, social activities, and protection of natural areas. There are ten Future Land Use Categories and each includes a general description, list of priorities, and dashboard illustrating the mix of land uses and typical design characteristics that are desirable to meet the community's vision for these areas.

  • Thoroughfare Plan Map – This map identifies the major roadway transportation facilities necessary to support the city's mobility needs based on existing and anticipated development patterns.  

    • Downtown Streets Plan Map – This map is an inset of the Thoroughfare Plan Map and addresses the unique challenges and opportunities presented by the historical street grid and development patterns in Downtown Plano. 
  • Bicycle Transportation Plan Map – This map shows the locations of existing and planned bicycle trails and facilities across the city. 

  • Parks Master Plan Map – This map shows the locations of existing and planned parks and trails in the city.
